Terms of Reference

  • Deploy investor corporate directives and policies related to Procurement and Logistics
  • Establish internal supplier initial assessment and performance evaluation process
  • Establish palm oil industry specific KPI and key functions reporting in accordance with corporate standard
  • Guide, set-up and implement SAP based procurement and supply chain / logistic system in oil palm agronomy and manufacturing industry
  • Carry out agronomy and manufacturing operations acquired procurement process with domestic and international suppliers, meeting or achieving agreed cost and supply standards & targets
  • Establish logistic supply chain for incoming goods and services and outgoing product delivery and exports
  • Propose required organization and staffing and develop local workforce to full proficiency required
  • Organize and perform skills and knowledge transfer to build Liberian cadre of management in accordance with the company development plan
  • Establish and maintain good labor and social practices in accordance with policies 

Qualifications and Requirements

A. Academic & Professional Qualifications

  • BSc, BBA or equivalent in Accounting, Management, Economics or Engineering Degree. MBA/MSc would be an advantage
  • Membership of an accredited professional purchasing management body is an advantage

B. Professional, Proven Work Experience

  • Minimum 10 years' work experience in a procurement and supply chain with minimum annual turnover USD $50 million
  • Minimum 3 years experience in the Oil Palm industry responsible for agrochemicals and fertilizers procurement for a minimum of 10,000 hectares annual demand and consumables spare parts for Oil Palm mill of minimum one 30 tph mill
  • 5 years' experience in a procurement managerial role having supervised minimum of 5 staff
  • Hands on experience with internationally recognized computerized procurement management system
  • Experienced in managing multi-country and multicultural suppliers with execution of minimum $20 million cross border transactions per annum
  • Track record in meeting financial and supply targets
  • Experience in training a new procurement team members

C. Skills

  • Microsoft Office Word, Excel, Access, Power Point, Outlook
  • Procurement requirements modeling, review & analysis
  • SAP multiuser integrated ERP software or other major system
  • Good knowledge on Commercial and Contract Management 

D. Traits

  • Proactive, independent self starter, team player, loyal, honest, helpful, good character
